Case: Irving Oil, Chelsea Creek, MA

Date of incident: March 9, 2006.

Location: Chelsea, Massachusetts.

Case Status: Settled.

Overview: On March 9, 2006, an estimated 18,000-22,000 gallons of diesel oil was released from a pipeline shared by Irving Oil and Global Oil, located in Chelsea Creek, Massachusetts, during a transfer operation. The oil affected approximately 2.5 miles of shoreline, marsh vegetation, surface water, and benthic habitat.

While the U.S. Coast Guard, Massachusetts Department of Environmental Protection, and the responsible parties worked to contain and clean up the oil, the natural resource trustees initiated a natural resource damage assessment (NRDA). The goal of NRDA is to determine the type and degree of injuries to natural resources resulting from a spill and the restoration required to restore those injured natural resources. NOAA, as the lead administrative trustee for this spill, coordinated trustee efforts. Irving Oil and Global Oil, the responsible parties, agreed to a cooperative and expedited NRDA process.
